To avoid fragmentation we decided, to limit and to invest more of Youth Incentives into the Trust Fund partners. Also, some additional funds have been raised to carry out longer term projects in China and Russia. With OxfamNovib two-yearly programmes, one in Somaliland and one in Western Africa, were developed to mainstream expertise on sexuality and HIV/Aids into Oxfams partners programmes.
